Yes. Enterprise is the usual fit for WooCommerce, membership, booking, and other dynamic sites because caching, checkout, and logged-in behaviour require additional care.
WordPress administrator and hosting or server access are usually required. A staging site may also be needed for higher-risk changes.
The report will explain the limitation and recommend suitable next steps. Hosting migration is not automatically included unless agreed in the project scope.
